Big Changes for Lemon Quay? First Planning Application Submitted
The long-awaited transformation of Truro’s Lemon Quay has taken a major step forward with the submission of the first planning application for the Truro Town Deal-funded project. The plans aim to make the area a more inviting place to shop, work, and visit, with improvements to pedestrian access, new seating, landscaping, and better connections to Truro River.
A Key Milestone for the Project
Led by Cornwall Council and developed with input from Truro Town Deal Board, Truro City Council, and Truro BID, the scheme is designed to create a vibrant and attractive public space. The project is one of seven being funded through the Truro Town Deal programme, which secured £23.6 million to support the city’s regeneration.
This first application focuses on upgrading the subway entrance at Lemon Quay, addressing concerns raised in public consultations. Jon Mitchell, Lemon Quay Project Manager, explained:
“One of the key areas identified for improvements during the public consultation was the subway which connects Lemon Quay to Garras Wharf. People told us that the design of the subway and the poor lighting meant it was an uncomfortable place to walk through, especially at night.”
To improve the area, the proposal includes better lighting, a more open entrance, and two column-mounted projectors to illuminate Lemon Quay’s surface.
New Designs and Materials
The plans include demolishing the existing concrete retaining walls on either side of the subway and replacing them with lower, cut-back walls featuring granite sections imprinted with designs created in partnership with a local artist. Steel parapets will be added to complement these designs.
New steps will provide an alternative route for subway users, offering easier access to the riverside edge of Lemon Quay. Where possible, materials like granite and hardwood will be used to reflect Truro’s history.
The changes are designed to maintain access for pedestrians, cyclists, emergency vehicles, and all other traffic. Space will also remain available for popular events such as the Farmers’ Market and Christmas Market, with additional activities being planned in partnership with Truro City Council.
Improving Safety and Accessibility
Alan Stanhope, chair of Truro Town Deal Board, said:
“This is a major step in our Lemon Quay project to make it a more welcoming, vibrant, and enjoyable space for everyone. By improving accessibility, enhancing the subway and creating stronger connections with the river, this scheme will strengthen Truro’s appeal as a place to live, work, and visit. We’re pleased to see these plans move forward and bring lasting benefits to the city.”
Louis Gardner, Cornwall Council Cabinet Portfolio Holder for Economy, added:
“The subway from Garras Wharf is a busy gateway to Lemon Quay and the wider shopping area so it’s important people feel safe and welcomed. It’s good to see these Town Deal plans for investment progressing.”
The planning application can be viewed on Cornwall Council’s online planning register under reference number PA24/09614.
Further applications for other elements of the scheme, such as additional planting and landscaping, are expected in the coming months. Some of the initial works could begin in Spring 2025, with improvements to the subway scheduled to start in early 2026.
