Major Regeneration Project Set to Transform Former Cornwall Council Offices – Treveth Hosts Drop-In Session
Treveth, a Cornish developer dedicated to creating sustainable communities, is set to regenerate a significant area on Penwinnick Road in St Austell.
The former Cornwall Council offices will be transformed into a vibrant mixed-use development featuring high-quality homes and commercial spaces.
Community Engagement Event
Local residents are invited to an informal drop-in session on Wednesday, 12th June, from 2pm to 7pm at The Cornwall Hotel, Pentewan Road, St Austell, PL26 7AB. This event provides an opportunity for the community to meet the team behind the project and share their feedback on the evolving designs.
Affordable Housing for Local People
Since its inception in 2019, Treveth has focused on delivering high-quality homes and commercial developments across Cornwall. The Penwinnick Road scheme will offer a mix of 1, 2, 3, and 4-bedroom homes, including affordable and market rental properties, as well as homes for purchase. Treveth’s commitment to prioritising locals who live, work, or have family connections in St Austell aims to discourage second home ownership and support the local community.
Creating Jobs and Green Spaces
The development will also feature a small local commercial centre, creating job opportunities and contributing to the local economy. The plans include the retention and enhancement of existing green spaces, ensuring that the new development complements the natural surroundings.
Shaping the Future of St Austell
Emma Rodgers, Senior Development Manager at Treveth, expressed her enthusiasm for the project: “We’re looking forward to regenerating this 3.7ha site on Penwinnick Road through the delivery of a mixed-use scheme incorporating both residential and commercial properties. Over the coming months, we’ll actively engage with the general public and key stakeholders to build a richer understanding of the needs of the local community.”
The drop-in session on 12th June is the first of several events planned before the submission of the planning application later this year. Additional public consultation events will be announced, allowing residents to receive more information and provide input on the regeneration plans.

Founded by Cornwall Council in 2019, Treveth manages 135 properties across six developments and 48 units across ten commercial sites. The developer aims to improve the quality and availability of rented accommodation, supporting local residents through rental, shared ownership, and private rental sectors. The Penwinnick Road site was acquired by Treveth from Cornwall Council in Autumn 2023, marking the developer’s first project in St Austell.
