Penzance Council’s James Hardy Named Town Clerk of the Year – Here’s Why It Matters

Penzance Council’s Town Clerk, James Hardy, has been named Town Clerk of the Year 2024 at the National Association of Local Councils (NALC) Star Council Awards, held at the House of Lords on 25th February. James took the top spot against finalists from Suffolk, Yorkshire, Buckinghamshire and Falmouth, earning national recognition for his work in public service.
Town Clerks play a vital role in local government as the Proper Officer, ensuring council decisions are lawful and effectively implemented. Since joining Penzance Council two years ago, James has led a team focused on improving access to public services, particularly for those who struggle with digital-only access. His commitment to in-person and telephone support has helped rebuild trust in local government, making essential services more accessible to residents.
Transforming Public Services in Penzance
One of James’s key projects has been working to re-establish a council presence in the historic Market House, with support from Town Deal funding. This move aims to place essential services at the heart of Penzance, ensuring accessibility for all.
Under his leadership, the council has strengthened relationships with community organisations and the unitary authority, securing vital agreements that benefit the town. James has played a central role in major devolution arrangements, acquiring key local assets and improving the management of open spaces.
His work also extends to supporting community events like the Golowan Festival and Jubilee Pool, which are integral to the town’s cultural identity. His ability to build partnerships has ensured these events continue to thrive, despite financial pressures.
Driving Regeneration and Innovation
James has been instrumental in Penzance’s £30 million regeneration projects, advising board members and using his local expertise to ensure developments truly benefit residents. His strategic approach has also helped support Penlee House Gallery & Museum, which houses significant Newlyn School artwork.
By securing a £250,000 grant, James has led efforts to transform an underused space into an arts café, creating a new revenue stream and enhancing visitor engagement. He has also worked closely with police and community groups to tackle antisocial behaviour, ensuring Penzance remains a safe and welcoming place for all.

Mayor of Penzance, Stephen Reynolds, praised James’s dedication, stating:

As Mayor, I have seen at first hand the energy and enthusiasm James brings to serving the local community, and his unique ability to work with others to make where we live an even better place. It’s been a pleasure to work with him, and to share his positivity and can-do attitude. I’m delighted his achievements have been recognised nationally, but I’m also aware that his award is testimony to the commitment of everyone in the hard-working, public-spirited team of people at Penzance Council.”
