Changes Coming to Heamoor: Cornwall Council Launches Consultation on Boscathnoe Lane Crossroads
A public consultation has been launched by Cornwall Council today regarding a proposed highway scheme at the Boscathnoe Lane crossroads in Heamoor, Penzance, near Mounts Bay Academy. Residents are encouraged to share their thoughts or raise objections by 15th December 2024.
The consultation, managed by Cormac on behalf of Cornwall Council, aims to gather feedback on a set of proposed improvements designed to enhance safety and pedestrian accessibility at this key junction.
Proposed Changes to Boscathnoe Lane Crossroads
The proposals stem from the junction being identified as a target area of concern in early 2020 through the Speed Compliance Action Review Forum (SCARF). Following a feasibility study, the Penwith Community Area Partnership approved a package of works aimed at addressing community safety and wellbeing.
The scheme, known as the Heamoor Gateway Feature, includes several key changes:
- Installing a raised table through the junction, to reduce traffic speeds on the main road
- Reducing the corner radius on both sides of the Boscathnoe Lane junction
- Widening the footway on the south side of Boscathnoe Lane and constructing a new footway on the north side
- Removing the existing traffic islands in Boscathnoe Lane to ensure buses and other large vehicles can still turn within the reduced junction area
- Providing tactile paving at crossing points for pedestrians, and installing bollards around the footway edges to deter parking on the footways.
Scheme Objectives
The proposed changes aim to address long-standing concerns about high traffic speeds at the crossroads and improve safety for pedestrians. Wider footways, enhanced crossings, and traffic calming measures are at the heart of the scheme’s design.

Cornwall Council is inviting members of the public to submit their comments or objections regarding the scheme. More information on the proposals can be found on the Cornwall Council consultation portal.
