CSW Group No Longer Viable: A New Approach Must Be Taken

Following an extensive review, Cornwall Council, Devon County Council, Plymouth City Council, and Torbay Council have decided that CSW Group is no longer viable due to changes in its funding and operational position. This decision impacts the educational and employment support services provided by CSW Group, which have been a cornerstone for young people in the region for the past 30 years.

Transition Plans Underway

The cabinets of each authority have agreed on a new approach to ensure minimal disruption to the young people who rely on these services. Detailed planning is already in progress to coordinate the transition of CSW Group’s operations by April 1, 2025, with the company expected to close by June 2025.

Reintegrating Staff In-House

In an effort to retain the significant expertise within CSW Group, Devon County Council, Plymouth City Council, and Torbay Council will reintegrate CSW staff ‘in-house’. Cornwall Council will adopt a similar approach or commission an expert provider to take on the staff.

Support for Affected Staff and Customers

While this is a challenging time for the staff, owners, and customers of CSW Group, the four local authorities are committed to supporting wider staff members and customers who are not part of the transfer process. Efforts will be made to help them find new opportunities within the peninsula where appropriate.

The councils have reiterated their commitment to ensuring that young people continue to receive high levels of support around career choices and the transition between education and employment.
