Will Cornwall Be Left Behind? Business Leaders Demand Devolution Clarity

Cornwall’s business community is calling for decisive action on a devolution deal that addresses the county’s specific needs, warning of the risks of falling behind without a clear path forward. The Cornwall Chamber of Commerce has issued a stark message: “We must know if it’s possible NOW.”

Concerns Over “Devonwall” Proposal

A recent survey of the chamber’s business members revealed that 57% fear Cornwall risks being left behind unless it can forge its own independent path. This sentiment reflects opposition to Labour Deputy Leader Angela Rayner’s suggestion of a combined authority with Devon, a proposal some fear would reduce Cornwall’s autonomy.

The concept of a “Devonwall” authority has drawn criticism, with concerns Cornwall could be overshadowed by larger urban centres like Plymouth and Exeter. Business leaders argue that such a move would dilute Cornwall’s voice in key decisions and weaken “Brand Cornwall.”

The Need for a Bespoke Devolution Deal

The survey highlighted a strong desire for a devolution arrangement tailored to Cornwall’s unique challenges and opportunities. Supporters believe this would bolster the local economy, enhance governance, and preserve Cornwall’s distinct identity.

However, confidence that an independent deal will materialise remains shaky. Nearly half (47%) of respondents believe it is unlikely Cornwall will secure its own deal, with a further 13% stating it is very unlikely.

A Call for Urgent Government Action

John Brown, CEO of the Cornwall Chamber of Commerce, underscored the importance of swift and clear commitments from the Government.

“Cornwall is more than just another region,” John said. “We are a proud Celtic nation with a distinct identity, an enviable cultural heritage, and untapped economic potential. Yet we are grappling with awful levels of child poverty, over tens of thousands of people on housing waiting lists, and a health and social infrastructure that is stretched beyond breaking point.”

John emphasised the need for clarity and commitment: “We need a firm commitment to action for Cornwall, and the urgency to move beyond political point-scoring. Cornwall cannot afford to be sidelined while others progress.”

Key Demands from the Business Community

The Cornwall Chamber of Commerce has outlined three key areas where the Government must act:

1. Clarity

  • Recognise that the majority of businesses support a Cornwall-specific deal.
  • Define what an independent deal could look like and confirm if it is achievable.
  • Be transparent about timelines and processes.

2. Certainty

  • Provide guarantees on funding and support for Cornwall, regardless of the chosen governance model.

3. Action

  • Engage directly with Cornwall’s leaders and business community to advance discussions without delay.

John’s final message to local businesses was one of unity and determination: “Your voice has power. Together, we can ensure Cornwall’s future is one of growth, autonomy, and prosperity. Let’s demand the change Cornwall needs and deserves.”

The pressing need for clarity and action reflects growing concerns that, without decisive steps, Cornwall’s future could be shaped by decisions made outside the Duchy rather than within it.
